New migration agreements to benefit South Australia
South Australian employers will benefit from the pending introduction of two Designated Area Migration Agreements. The Government of South Australia is currently finalising the details of the Designated Area Migration Agreements with the Australian Department of Home Affairs.
The Designated Area Migration Agreements will enable South Australian employers to sponsor skilled overseas workers for positions they are unable to fill with local workers. The Designated Area Migration Agreements will provide access to additional occupations and concessions to the standard migration program.
South Australia’s Designated Area Migration Agreements will utilise the labour agreement stream of the Temporary Skill Shortage visa (subclass 482). Businesses will enter into a labour agreement with the Australian Government and workers will then be granted a subclass 482 visa. As the Agreements are an employer-sponsored visa program, individual workers cannot apply for a visa independently.
South Australia’s Designated Area Migration Agreements are:
- Adelaide Technology and Innovation Advancement Agreement – which focuses on Adelaide’s high-tech growth industries including defence, space, technology and advanced manufacturing industries.
- South Australian Regional Workforce Agreement – which focuses on the South Australia’s regional high growth industries including agribusiness, forestry, health and social services, tourism and hospitality, construction and mining.
The key aims of South Australia’s Designated Area Migration Agreements are to provide:
- pathways to permanent residency for visa holders in most occupations listed
- a wider range of occupations that reflect skilled and semi-skilled shortages in South Australia, with no caveats to apply
- English language concessions for some occupations
- Salary concessions in relevant occupations that reflect South Australia’s market rates, ensuring that worker terms and conditions of employment are not eroded
- Increased age-limit for selected occupations.
In developing the Designated Area Migration Agreements, the Government of South Australia has consulted with a range of stakeholders in the industries covered by the Designated Area Migration Agreements. The Government of South Australia will continue to consult with employers as the Designated Area Migration Agreements are implemented.
It is expected the Designated Area Migration Agreements will be rolled out over the next few months.

Refugee footballer becomes Aussie citizen
Refugee footballer Hakeem Al-Araibi, who was detained in Thailand while on his honeymoon, has become an Australian citizen in a ceremony at Melbourne.
Footy-loving Hakeem Al-Araibi has become a dinky-di Aussie during a citizenship ceremony in Melbourne.
The Bahrain-born 25-year-old has travelled a rocky road, including a stint in a Bangkok jail, to realise his dream of a life in Australia, which was confirmed on Tuesday.
After passing his citizenship test with flying colours, the star soccer defender was formally recognised as an Australian during a ceremony at Federation Square.
“I’m an Aussie now,” he told reporters.
“I’m very happy to get citizen, I’m very happy to be safe.”
He was among more than 200 people from 44 countries who took the citizenship oath.
Mr Al-Araibi hoped to get back to playing for Pascoe Vale Football Club in a semi-professional league, but was aiming for the A-League and even the national team.
“I want to focus on soccer for this country,” he said.
He was also humbled by support from Australians for his return and thanked them and Prime Minister Scott Morrison, former Socceroo Craig Foster and Foreign Affairs Minister Marise Payne.
They had made him strong and helped him return home, he said.
Mr Morrison welcomed the footballer as an Australian and gave him a small memento to celebrate.
“I had a little badge I was going to give you today, but I’m going to give you mine,” Mr Morrison said.
The prime minister took off his Australia flag badge and pinned it onto Mr Al-Araibi’s jacket.
“You can wear very proudly as our newest Australian,” Mr Morrison said.
Senator Payne and Mr Foster attended the ceremony, noting Mr Al-Araibi’s detention in Thailand at the request of Bahrain over allegations he damaged a police station.
“It’s surreal in some ways to think that not too long ago, he was in prison fatigues sitting behind a perspex window,” Mr Foster said.
He said Mr Al-Araibi got a 100 per cent mark on his citizenship test several weeks ago and was looking forward to contributing to his new country.
“We want to see you pulling on the green and gold,” Mr Foster said.
Mr Al-Araibi sat in the front row as the foreign minister addressed the ceremony.
“Across the Australian community, we were concerned for his welfare,” Ms Payne said of his detention.
“I was very proud to witness that campaign. It embodied some of the best elements of Australia: looking after one another, mateship, a fair go,” she said.
She said all new citizens would be granted the same rights and responsibilities, and it was a “thrill” they had chosen to make Australia home.

Today’s slideshow Doodle celebrates and explores the life and legacy of wildlife conservationist and television personality Steve Irwin, who inherited a love of large reptiles early on in life and shared it with the world through his work at the Australia Zoo and his popular TV series The Crocodile Hunter. Irwin and his family dedicated their lives to the preservation and appreciation of earth’s wildlife and wild places.
Born in the suburbs of Melbourne, Australia on this day in 1962, Irwin was raised by Lyn and Bob Irwin, who gave him an eleven-foot python for his sixth birthday. He named the snake Fred. During the early 1970s, the Irwins moved to the Sunshine Coast in the Australian State of Queensland and opened Beerwah Reptile Park.
Learning to wrestle crocodiles since the age of nine, Irwin volunteered with Queensland’s East Coast Crocodile Management Program, helping to capture and relocate endangered saltwater crocodiles—the largest of all living reptiles—to protect them from being harmed. He was involved in all aspects of managing his family’s park, which was renamed Queensland Reptile and Fauna Park, and eventually the Australia Zoo.
Soon after he took over management of the park, Irwin met his future wife Terri who was visiting the zoo. They spent their honeymoon capturing crocs, and the footage they shot became the first episode of The Crocodile Hunter, which grew into a runaway hit show seen in more than 100 countries by over 500 million people.
Thanks to the show, Irwin’s enthusiasm for saving endangered (and dangerous) animals quickly became as popular as his one-word catchphrase “Crikey!” It was also a family effort— whileSteve and Terri hosted the show together, their children Bindi and Robert became fixtures on the show as well.
In 2001, the Australian government awarded Irwin the Centenary Medal for a lifetime of service, and in 2004 he was nominated for Australian of the Year. Among his many accomplishments was the discovery of a new species of snapping turtle, which was named Elseya irwiniin his honor. In 2018 he was also posthumously awarded a star on the Hollywood Walk of Fame.
Today, Irwin’s legacy lives on through his family’s continued animal conservation work and with the celebration of Steve Irwin Day each November 15, an international celebration of wildlife, family, and fun including fundraising events to benefit the Australia Zoo’s Wildlife Warriors program.

Steve Irwin was a loving father and husband who dedicated his life to protecting wildlife and wild places. He accomplished this life mission through his wildlife documentary series The Crocodile Hunter, his world famous Australia Zoo, and his charity Wildlife Warriors. He was best known for his rescue and research work with endangered saltwater crocodiles, the closest living relative of the dinosaurs, now the largest reptiles on earth. Today we continue his mission by working to overturn recent legislation in Queensland which allows crocodile egg harvesting from vulnerable crocs in the wild to support the commercial leather trade. Steve’s legacy will definitely live on.

South Australia needs to boost its migration intake, here is what the experts say
South Australia is losing a very important battle — to win the hearts and minds of those migrating to Australia.
Key points:
- A parliamentary inquiry is looking at how SA can boost its migration
- Victoria attracted 10,000 new migrants in 26 days. The same amount took SA 12 months
- There are no regional cities in SA with a population of more than 30,000
Premier Steven Marshall wants to gain some ground by attracting skilled migrants to the state rather than Victoria and New South Wales, as the State Government holds a parliamentary inquiry into how that can be achieved.
Today, theEconomic and Finance Committee will hold public hearings in its inquiry.
Mr Marshall has previously expressed concern that in one year, South Australia only attracted 10,000 migrants — a feat accomplished in Victoria in just 26 days.
Flaviu Lazar moved to Adelaide with his wife and two children in 2016.
Before migrating to Australia, his job was to entice people from all over the world to visit and play poker in Morocco.

Since the move to Adelaide, he has been responsible for boosting international visitors to the city through hiswell-known poker tournaments.
“I’ve lived in six countries and visited 52 and I believe Australia is the best country I’ve ever been to,” he said.
“I’ve been to Sydney and Melbourne and I wouldn’t give up Adelaide for them — it’s a great place for families.”
However Mr Lazar, who works at poker clubMatchroom Poker in Adelaide’s CBD, said the red tape he experienced during the migration process to Australia was challenging.
“The only thing the [Federal] Government should change is how hard it is to get a visa for this country — it is very difficult,” he said.
SA population growth less than half the national average
Tourism Minister David Ridgway said the State Government was committed to helping South Australia’s population grow through strategic skilled migration.
“SA’s population growth is less than half the national average — at just 0.7 per cent — and we must do what we can to stop the loss of some of our best and brightest to the eastern states,” he said.
The Economic and Finance Committee inquiry has so far received 36 submissions as councils, universities, migration experts and industry associations put their ideas forward on how to boost the population.
Research undertaken by Deloitte Access Economics for the Department of State Development found one full-time job was created for every four international students in South Australia.
If 100,000 international students studied in regional South Australia, 2,500 jobs would be created — contributing $350 million annually to the economy.
In his submission to the inquiry, Migration Solutions SA chief executive Mark Glazbrookcalled on the State Government to introduce a visa program similar to the now-defunct regional 457 visa that was scrapped in 2007.
He said the State Government needed to foster educational opportunities for international students in the regions and promote SA as an “internationally recognized destination” for farming, agribusiness, viticulture and horticulture-related study.
In his submission, he said a new visa program could have conditions that would tie international students to a region for years.
“Utilising various visa conditions, cancellation provisions and monitoring the actions of visa holders is a very important integrity measure to reduce exploitation, ensuring the program is not used as a backdoor pathwayfor those seeking to live and work in Melbourne or Sydney,” he said.

There are 30 regional cities throughout Australia with more than 30,000 residents and 10 of those have a population of more than 100,000.
“None are in South Australia,” Port Augusta Council chief executive John Banks pointed out in his submission.
He said SA was well behind other states in terms of fostering a “proactiveapproach to regional growth”.
With an estimated $5 billion in private investment in the pipeline, Mr Banks said the construction industry in Port Augusta over the next five years would require a workforce of thousands of people.
“Yet even now, ahead of this wave of new developments, existing employers are struggling to secure their workforce needs,” he said.
He said the Upper Spencer Gulf region would soon face a “significant workforce crisis” and would be reliant on skilled migrants to fill its needs.
In his submission, Property Council of Australia SA executive director Daniel Gannon said “targeted migration” was needed to fill essential skills gaps, drive investment, create jobs and grow the state’s taxation base.
“As a smaller state, we need to compete with other Australian states by being the best place in the nation to do business,” he said.
“One pathway to address this uplift in competitiveness is through reform of our tax system, diversification of the economy, investment in infrastructure, further planning reforms and red tape reduction.”
In South Australian vineyards, some employers have experienced difficulty recruiting vineyard managers, viticulturalists and cellar door staff.
The SA Wine Industry Association recommended annual migration intakeshould be distributed across the country to reflect current population numbers for each state and territory.
As South Australia has 7 per cent of Australia’s population, the state should have received 7 per cent of migrants.
In comparison, SA got 4.4 per cent of migrants in 2017.

Over the next five years, low skilled migrants with limited English will have the option to apply for permanent residency after living and working in the Northern Territory for at least three years.
From cooks to family day care workers to motor mechanics, low skilled migrants will now be able to apply for Australia’s permanent residency.
Northern Territory has opened its door to skilled migrants in 117 occupations and has offered a pathway to permanent residency to these workers who are willing to work and live in the region for at least three years.
In a bid to distribute the migrant population outside Australia’s major cities such as Sydney and Melbourne, the Australian government has designed a new scheme to attract migrants to regional areas across the country.
The scheme – known as the Designation Area Migration Agreements (DAMA)s has been announced for two regions in Australia – Warrnambool region in Victoria and the Northern Territory which are experiencing labour shortages and need a population boost.
The second-such agreement for NT, this time with a pathway to permanent residency, DAMA II came into effect on January 1st 2019.
